Where in America is Carmen Sandiego?: The Great Amtrak Train Adventure is a special edition of Where in the U.S.A. Is Carmen Sandiego? created to advertise Amtrak train service. It includes information and history of Amtrak in-game, in the same menu that includes information on various states. Some bystanders have also been replaced with Amtrak employees, and some discarded items containing clues are also Amtrak themed.

As with other Carmen Sandiego games, the player will be asked to track down a suspect by talking to bystanders. They will give hints as to the location the suspect traveled to next, as well as information about the suspect. (Information can also be found on discarded Amtrak tickets and other items.) Information about the suspect can be used to assemble a description of the suspect, which will aid the player in creating an arrest warrant. After following the suspect to several locations in the United States, the player will finally catch up to them, at which point they can use the known information about the suspect to arrest the correct person. Traveling requires the use of fuel. If the player runs out of fuel before capturing the suspect, they will lose the case.
