Where On Google Earth Is Carmen Sandiego?: The Keys To The Kremlin Caper is a short, browser based, educational quiz game that is part of Google Earth's Voyager. It is the third in a series of Google Earth Capers games based on the Netflix Carmen Sandiego TV series. The game has no sound and is mouse controlled.

The game starts in Moscow where the player meets Carmen to investigate the theft of eponymous keys by one of V.I.L.E.'s operatives - this time it's PaperStar so called because she's an origami expert. There the player is presented with a list of locations around the city and at each location they find a witness who provides a clue to another country. The player does not have to follow up every clue and can fly to the next country at any time.
