Cities XXL is a single-player city-building simulation game. The player assumes the role of a city planner who oversees the growth of urban settlements across a variety of landscapes. Beginning with an undeveloped plot of land, the objective is to construct a functioning city, manage resources, and balance the needs of the population while expanding into a sprawling metropolis.
Core gameplay focuses on zoning land for different purposes: residential, commercial, industrial, and office districts. Each zone attracts citizens or businesses depending on their income levels and requirements. The player must provide supporting infrastructure such as roads, power plants, and water systems to maintain growth. Traffic management is central, as inefficient road layouts or congestion can reduce productivity and lower resident satisfaction.
The simulation tracks citizen behavior, economic demand, and environmental factors in real time. Players need to provide jobs for various social classes, from unskilled workers to executives, while keeping pollution and noise under control. Balancing taxes, wages, and services creates an economy that can thrive or falter depending on the player’s management.
Beyond the core zoning and infrastructure, the game includes specialized systems for mass transit, utilities, and leisure. Public services such as police, fire stations, schools, and hospitals must be placed strategically to cover the expanding population. Recreational areas, sports facilities, and cultural buildings raise quality of life, while large projects like stadiums and airports help transform a town into a global city.
The game features over 1,000 building types and more than 65 map locations, each with unique terrain and resource conditions. Players can build in deserts, valleys, or coastal areas, and adapt to challenges like limited flat land or access to trade routes. Cities can also be linked together in a wider network, allowing resources to be imported and exported between settlements. Support for user-created content and modding is included, letting players customize assets and add new features.
